Request for Proposals Number 2602:
Recycling Processing Services For The Virginia Peninsulas Public Service Authority

On behalf of the Middle Peninsula member jurisdictions of the Virginia Peninsulas Public Service Authority (VPPSA), VPPSA is seeking sealed proposals from qualified Offerors for Recycling Processing Services for commingled recyclables collected through VPPSA programs to member communities.

Proposals will be received by the Executive Director, Virginia Peninsulas Public Service Authority (VPPSA), 475 McLaws Circle, Suite 3B, Williamsburg, Virginia 23185-5676 until 4:00 p.m. local prevailing time on May 18, 2026. Offerors shall submit one (1) original hard copy and one (1) digital copy on a usb of their proposal in a sealed envelope clearly marked on the outside with the company’s name and “RFP # 2602 –Recycling Processing Services”. Any proposals received after the mentioned time and date will be returned to the firm unopened. Faxed or emailed proposals will not be accepted.

VPPSA reserves the right to reject any or all proposals, waive any informalities, award in part or in whole, or accept the proposal or proposals or any item of the proposals that are deemed to be most advantageous to VPPSA and its member jurisdictions.

All questions must be submitted by 4:00 p.m., April 27, 2026. If necessary, an addendum will be issued and emailed to all Offerors who were emailed the original RFP. Any such addenda shall become a part of the solicitation documents, must be addressed in the proposal, if applicable and shall become a Contract Document. VPPSA accepts no liability of late or non-receipt of addenda.
